Selected Accomplishments

  • As the officer in charge of the Montreal Integrated Proceeds of Crime Unit, led an investigation into Central America and South America, which lead to the dismantling of a money-laundering network.
  • Participated in a number of high profile international projects/investigations including instructing Panama judicial authorities on the Proceeds of Crime legislation.
  • While seconded to the International Centre for the Prevention of Crime in Montreal successfully organized and facilitated two international conferences on Police and Prevention.
  • Coordinated the preparation of the first criminal intelligence strategic report, which in 2001, led to the dismantlement of the Halifax chapter of the Hell’s Angels and, in February 2002, to the dismantlement of the Cormier organization in Moncton.
  • As the National Ports Security Program Coordinator, organized and facilitated an international conference which led to the creation of a national action plan on port safety and security resulting in the implementation of an integrated action plan to secure the marine ports of Halifax, Montreal and Vancouver.
  • As co-chair of the Canadian Association of Chiefs of Police Organized Crime Committee (CACP O/C) and the National Coordinating Committee on O.C., developed the Canadian Law Enforcement Strategy to Combat Organized Crime in partnership with the Criminal Intelligence Service Canada (CISC) network. Aligned, refocused and influenced the key public policy agenda on the serious issue of organized crime in Canadian society with presentation to the Ministerial Forum on O.C.
  • As the Commanding Officer of the RCMP in Quebec, spearheaded a far-reaching change management strategy to comprehensively align resources in the Division to enhance the federal mandate and role of the RCMP in the Province of Quebec. Successfully carried out extensive consultations with a broad spectrum of communities, members and staff relations’ representatives to close nine detachments.
  • As Deputy Commissioner of Federal Services and Central Region, completed a comprehensive review of the organization’s planning and operational processes to ensure the Central Region is well placed to positively influence overall law enforcement initiatives.
  • Championed an increased focus on proactive human resource management initiatives by coordinating succession planning processes and developing staffing and learning plans to ensure a well-coordinated HR strategy. As Chair of the Visible Minority Committee, coalesced support and initiated action-oriented initiatives to increase representation.
  • Created the first combined forces special enforcement unit of First Nations police officers to address organized crime operating in aboriginal communities. In 2006, this model received the International Association of Chiefs of Police Award for outstanding innovative policing.
  • Increased community involvement by, for example, expanding and promoting partnerships with the Sick Children’s Research Foundation and realigned initiatives with Youth Outreach through the Midget Triple A Mentoring, Coaching Program.

➢ Served as Contributing Researcher for a multi-disciplinary team, which consolidated and assessed a national database of existing global research on Organized Crime for Public Safety Canada. Co-authored a report entitled “The Global Literature on Organized Crime: An Interpretive Report on the Development and Meta-Analysis of an Annotated Bibliographic Database for Canadian Policy Makers”.
